Supplier register

What is the supplier register?
The Petrobras Good and Service Supplier Register is the database that brings together the information about our service providers and suppliers of goods, which will be permanently open to interested parties and will be valid, for qualification purposes, for up to one year, and may be updated at any time.

The supplier registration process is carried out in a computerized system available on the Petronect portal, which features the general Registration rules.
Will Petrobras’ supplier register be maintained?
The Petrobras Good and Service Supplier Register will be maintained for the purpose of enabling and monitoring the performance of suppliers, since the interested parties can prove, through their Registration Certificate (CRC), compliance with the requirements set forth under the public notice compatible with the requirements for registration.
Will the Registration and Registration Classification Certificate (CRCC) be maintained?
The Registration and Registration Classification Certificate (CRCC) will be replaced by the Registration Certificate (CRC).

We may issue Full or Partial Registration Certificates to interested parties. The CRC will be full when it meets all the qualification parameters set forth under article 58 of Act 13,303/16 for the intended family, or partial when it meets at least one of them, without prejudice to other information required by Petrobras.

The documents necessary for qualification may be totally or partially replaced by the CRC, for the requirements of the public notice compatible with those of registration.

It is the company’s obligation to meet, while the CRC is valid, the qualification requirements set forth in the registration.
What are the benefits of having the Registration Certificate (CRC) for those interested in participating in bidding processes?
Although not necessary for participation in our hiring processes, securing the CRC benefits those interested in participating in future bidding processes.

The CRC may be used for the purpose of the prior authorization of those enrolled in future bidding procedures. In other words, the documents required for qualification may be totally or partially replaced by the CRC, for the requirements of the public notice compatible with those of registration.

In addition, companies that are in our Supplier Register, for the families related to the subject matter of the bidding, may get notices informing about the availability of bidding documents.
Will registered companies get notifications about the opportunities?
The companies that are in our Supplier Register, for the families related to the subject matter of the bid, may get notifications informing about notice availability.
Is it necessary to be part of the Supplier Register to participate in Petrobras’ bids?
Bids will be open to any interested party that is able to meet the requirements of the public notice and will be processed, preferably, by electronic means.

What are the differences between Registration and Pre-Qualification? And when will pre-qualification be adopted?
Registration - Petrobras' Suppliers of Good and Service Register has the purpose of allowing the prior evaluation of the companies, and may be used for the purpose of prior authorization of those enrolled in future bidding procedures. In other words, the documents required for qualification may be totally or partially replaced by the CRC, for the requirements of the public notice compatible with those of registration.

The company does not need to have a CRC to participate in our bidding processes.

Pre-qualification – This is an auxiliary procedure prior to contracting that can be used when the subject matter of the bid has qualification requirements that require more detailed technical analyses. Pre-qualification aims to make the hiring process more agile because the evaluation of technical qualification requirements occurs in advance, not during the bidding process.

The divulging of bids preceded by pre-qualification must be done through a Bid Notice published in the Federal Official Register and on Petronect. The notices shall inform the contractual subject matter to be bid for, the deadline for the receipt of pre-qualification applications and the possible places of supply for the contracting.

Bids may be restricted to the pre-qualified parties. In this case, the Bid Notice will provide that only interested parties who have submitted the required documentation for the pre-qualification by the date stated in the Bid Notice and whose documentation have been approved may participate in the future bidding, even if their evaluation be finalized later.
Will companies qualified in bidding processes be included in the Supplier Register?
Qualified companies may be registered in our Supplier Register, provided that the requirements of the bidding document are compatible with the requirements of the Supplier Register.
Is the registration process expected to be changed?
The registration process will not be affected as a result of Act 13,303/16. Minor changes will be made to result of the registration process, with adjustments to meet the requirements of the law.

For example, the CRCC and the DRS are currently issued to those interested in registering. The Registration Certificate (CRC) will be issued in the future, and it may be:

I - Full, when complying with all the qualification parameters set forth in subsections I, II and III of Art. 58 of Act No. 13,303 for the intended subject matter;

II - Partial, when meeting at least one of the qualification parameters set forth in subsections I, II and III of Art. 58 of Act No. 13,303 for the intended subject matter.

All changes will be communicated in a timely manner and all supporting material will be made available.
Will we have a specific register for small and midsize companies?
There will be only one Register, regardless of the size of the company. However, specific rules will apply to companies that prove their Microenterprise or Small Business status.

How will the bids will be announced?
Our bid public notices for hiring goods and services will be widely publicized, allowing any interested party to register for them.

We will disclose our bid public notices, their respective attachments and all communications related to the bidding process, in their entirety, on the Petronect site. The information will be kept available for querying during the bidding process.

Pre-qualification

The pre-qualifications will be posted on the Petronect site by means of a call notice, which will contain the participation rules and the requirements for the companies to qualify to supply goods or services to Petrobras.

The pre-qualification procedures will be public and will remain permanently open for any interested party to register for.

Petrobras will publish a bid notice the Federal Official Register informing that one or more bids may be restricted to pre-qualified parties.

The pre-qualification publication does not oblige Petrobras to tender the subject matter mentioned therein, nor does it condition subsequent bidding to the use of the pre-qualified list.
How will bidding restricted to pre-qualified parties work?

Who may register in pre-qualification? Does the pre-qualification expire?
The public pre-qualification procedures will remain permanently open for the registration of any interested party. The pre-qualified parties will be inserted in the Pre-Qualification Register, which will have a maximum validity of one year counted from its concession, and the pre-qualification can be updated at any time.

After the expiration date, it will be up to the pre-qualified party to update the information if it wishes to renew the validity of the Pre-Qualification Register.

Qualification

Will companies qualified in bidding processes be included in the Supplier Register?
Qualified companies may be registered in our Supplier Register, provided that the requirements of the bidding document are compatible with the requirements of the Supplier Register.
Where are qualification requirements available?
All Qualification requirements will be part of the bidding documents.

For supply items referring to the families listed in the Petrobras Supplier Register, the qualification requirements may be fully or partially evidenced by the requirements for compatible registration, according to each notice.

Therefore, the registration requirements will be public and will remain available to suppliers in the Supplier Register Portal.
What is the qualification stage?
The Qualification stage aims to evaluate the requirements that must be met to prove the bidder’s suitability and ability to execute the subject matter of the bid. The qualification to hire goods and services will be analyzed based on the parameters of article 58 of Act No. 13,303/16.

To be considered qualified, the bidder must prove compliance with these requirements by submitting documents. These may be replaced in whole or in part by the Registration Certificate or by the Pre-Qualification Register, when compatible with the requirement for the subject matter of the contract, in accordance with the public notice. If the bidder is not registered for the subject matter, the fact that it meets the requirements must be proven by means of documentation submitted at the qualification stage.
What are the qualification parameters?
Article 58 of Act No. 13,303/16 sets the qualification parameters that are used to assess whether or not a bidder is qualified to provide us with the goods or services. Such parameters are:

- Ability to assume the rights and obligations set forth in the public notice;

- Technical qualification, restricted to portions of the technically or economically relevant subject matter;

- Economic and financial capacity;

- Payment of an amount by way of an advance, in bids that use the highest price offer judgment criterion.
When will the documents for qualification be required? What is the deadline to submit the documents?
Document submission will be required at the qualification stage. Only the best ranked bidder will participate at this stage. In the event the best ranked bidder is disqualified, the subsequent bidder’s documentation will be requested and evaluated in order of ranking.

In phase reversal bidding, which is only expected to be used as an exception in the State-Owned Company Act, the qualification phase will take place shortly after the announcement of the bid, assessing whether or not all bidders are qualified.

The deadline for submitting the documentation will be informed in the announcement of each bid. Since all the required documents will be known by the bidders ever since the announcement of the bidding procedure, we anticipate the definition of tight deadlines for the submission of the qualification documentation.
When will the bidder be considered qualified?
To be considered qualified, the bidder must prove compliance with the qualification requirements by submitting documents.

These documents may be replaced in whole or in part by the Registration Certificate or by the Pre-Qualification Register, when compatible with the requirement for the subject matter of the contract, in accordance with the public notice. If the bidder is not registered for the subject matter, the fact that it meets the requirements must be proven by means of documentation submitted at the qualification stage.

Bidding procedures

What is the deadline for submitting bids?
The bidding and pre-qualification procedures will comply with the minimum legal deadlines (Art 39 - Act 13,303/16) for bid submission from the publication of the invitation to bid.

Art. 39. The bidding procedures, pre-qualification and contracts governed by this Act shall be disclosed in a specific portal maintained by the state-owned company or mixed capital company on the Internet, and the following minimum deadlines must be adopted for the submission of proposals or bids, counted from the disclosure of the call notice:

I - For asset acquisition: a) 5 (five) business days, when the lowest price or the highest discount is adopted as the judgment criterion; b) 10 (ten) business days, in the other cases;

II - For hiring works and services: a) 15 (fifteen) business days, when the lowest price or the highest discount is adopted as the judgment criterion; b) 30 (thirty) business days in the other cases;

III - At least 45 (forty-five) business days for bidding in which the best technique or the best combination of technique and price is used as a judgment criterion, as well as for a bidding where there is semi-integrated or integrated contracting.

Sole paragraph. The changes made in the call notice will be subject to disclosure in the same terms and deadlines of the original acts and procedures, except when the change does not affect bid preparation.
